It's not a matter of holding back, the profit just isn't there! Such a law would kill these businesses and the jobs that they currently provide! Big business and small businesses are very different. Our industry is one where a lot is required to do it well but no profit to accompany, no matter how tightly I manage expenses. Even so, there is a huge cost gap between hiring workers for $11, for example, when I know it's years to fully train them, and being forced to start everyone at a minimum of $15. I never start people at minimum wage, I pay better, based on their skills and background experience and give raises and bonuses based on work and longevity. I'm certain many small businesses would be shut down if forced to start workers at $15/hr. But even with all that, I could never pay $15 an hour minimum wage. In fact, I receive no pay and every year for 20 years have liquidated my personal retirement savings to keep the bookstore open and pay my workers as much as possible. We've never made a profit, and I already pay my workers more than the recommended percentage of sales. Our business is more a non-profit ministry.
